The problem with doing that is the balance is never quite right, inner weights are generally for static balance.. ie- heavier on one side or the other in the vertical plane, the outer weights counteract dynamic forces.
The further to the edges you can get the balance weights the better & more accurate, I always go for this option, function over form any day
I will do static only balance if folk request it, but it comes with my unique 'no comeback guarantee'
Tyre fitting isn't my bread & butter anymore BTW, left that trade a long time back, but when I started working for Her Majestys flying club, I ended up working next door to her tyre bay & it seemed rude not to make use of it from time to time
