Horn and oil leak

What a great combination.
I've just taken delivery of a '65 Coronet. The friendly MOT man passed it but I have to get the horn working. I've worked out that it's not the right steering wheel and I think it's a '61 to '68 Dodge truck wheel.
I have the horn ring, a wire sticking out and the centre button. Nothing else. All the gubbins inside is missing. Any idea what I need to track down to get this working?
I would post a pic but I can't figure out how as the file size is too big.
Second thing. It's dripping a not insignificant amount of oil from what I assume, is the rear main seal. Big job for an experienced mechanic? Motor is a 440. I can't do this myself so will need to farm it out. Probably to someone like Paul Mitchell at GS Autos in Romford. Just wondered how much this would cost or whether it's normal and just leave it.
