66 dodge coronet roof drip rails help please

My 66 coronet 4 door has splits between the roof gutter rails and the body and is leaking in.

How did they attach them, what is it please; almost like hardened filler that’s receded.

Want to get them done and would appreciate all of your experience here please.

One for sale in usa and I'm not sure if a scam as sounds too cheap.

All gone quiet now I've asked to arrange an inspection by a legit firm of muscle car inspectors in usa.
