OK, so duty and registration are separate things/departments. On import you pay duty to HMRC and get a proof of payment (Nova certificate ?), then you have to supply that along with an MOT to DVLA etc to get a registration. Assuming no previous UK reg turns up, what's to stop you trying the advised ...
