Programming blank key - Dodge Charger

I was wondering if anyone knows where I can get the key programmed? I have had the blank cut (so I have a spare), tried Chrysler/ Jeep / Fiat dealership with no success. I have also tried David Boatwright, and they said they would require an original/OEM key. If anyone has any advice it would be appreciated.

I bought a pre-programed key from the us as couldn not do it this country
this was for a 2009 challenger

the original us dodge dealer, but think any will be able to do so, the hard part is convincing them that you own the car in uk
