Steering Wheel Play

Is it just the wheel moving or the whole column?

have the bolts fastening the column to the dash come loose?

Sounds like the steering column top bush is either shot or whatever holds it in place on an E body has come loose. A bodies have a sort of wire snap ring either side of the bearing to hold it in place, and when that comes out of it's groove it's slop city. I would imagine your column uses something similar. You need to get the wheel off and then you should be able to see the problem.
