Thats quite interesting.
They seem to essentially be saying "We are questioning Triggers broom" - at what point have you made so many changes to these old vehicles that they are no longer the car they left the factory as. It seems to be specifically talking about conversion to electric (which is obviously a massive change) but crucially, not exclusively. They are saying "At what point of modification is the vehicle no longer safe".
I'd imagine it applies to 90% of the vehicles in this club TBH. Could be a thin-end-of-the-wedge moment ? All in the name of safety of course...

Having not read it fully yet there is alot to take in but it should not be ignored, especially if you have a modified vehicle.

I have responded, I did it twice as there was also a request via the Military Vehicle Trust.
Mostly agree with the FBHVC view on the questions, essentially DVLA seem to be wanting to clamp down on new build or electric conversion cars trying to still be classed as classic, that is my take on it, and I probably agree with the idea.
