i had a small unit that would fall into the free catagory. when i gave up the unit i got quite a large bill of £1000+. turns out that even though small units are free (at the time i had mine) forms still need to be filled out and filed.
so i downloaded the form, sent it off and had the bill reduced to zero . waste of paper and time but it had to be done.
as far as i'm aware small units are still free from buisness rates at present but you must register to be able to claim 100% discount.
on large units you still have to pay buisness rates even for private use which is usually discounted to 50%.

A lot depends on the existing category of use. Foe instance our old 90x30 workshop was an old pig shed. Our landlord changed use to domestic storage/farm workshop. As long as we kept some sort of agricultural implement or tractor there business rate did not apply.

only after i left my unit did they chase me for back payment. it's up to you if you want to take the risk but don't forget it is a government run tax office.

doesn't matter and the landlord is only liable if the unit is empty.
still pay rates if private use but at a discount.
rates are the council tax equivalent so the occupier is liable.
rent is a different matter and the landlord may now be or soon be paying tax on the rent?
need to nip it in the bud before it gets out of hand.
on my unit at £75 per month i worked it out, using the aboves rates calculator, the unit would cost me £120ish with rent and rates. luckily small units are rates free at the moment but as i said it still needs to be registered.
